National Planning Commission Vacancy For Director General

An excellent and rare opportunity has arisen to engage a qualified, highly
motivated and well experienced person to fill the position of Director General
of the National Planning Commission tenable at its Offices in Lilongwe.
THE ORGANISATION
The National Planning Commission (NPC) is a body corporate established
under the National Planning Commission Act of 2017. Its mandate is to
identify Malawi’s social economic development priorities and formulate
national vision and strategy for social and economic goals, taking into account
the country’s resource potential and comparative advantage. The
Commission will oversee the implementation of long term national vision and
strategies, and medium term development plans. It will also spearhead the
formulation of innovative and progressive flagship Projects in line with the
National Vision.
GENERAL DESCRIPTION OF THE JOB
The Director General shall be the Chief Executive Officer of the Commission
and the Chief Economic Advisor to the Commission on all matters pertaining
to planning and Development. The successful candidate shall have the
overall responsibility for managing and ensuring that the performance of NPC
is in line with policies set by the Commission and the Government of Malawi
in the determination and implementation of the National vision.
KEY RESPONSIBILITIES OF THE POSITION
The Director General shall be responsible, but not limited, for the following:
a) Provide leadership in the formulation of national medium to long term
development policies and strategies;
b) Provide leadership in designing the Commission’s vision and
implementing changes which will lead to performance improvement;
c) Ensure that the Commission’s plans and budgets are timely prepared
and approved;
d) Ensure that effective management systems, procedures and financial
controls are in place to make the most efficient and effective use of
resources;
e) Initiate, formulate, implement and review policies of the Commission,
including setting directions, objectives and appropriate guidelines and
strategies;
f) Ensure efficient, economical and effective use of the Commission’s
resources through prudent prioritization of work plans, activities,
projects and control of Commission’s Budget in order that the
Commission obtains value for money in the use of resources;
g) Monitor and controls funds and expenditure to ensure adherence to
policy, regulations, systems, and procedures in order to attain and
demonstrate good corporate governance;
h) Ensure that manpower needs are met through appropriate recruitment,
remuneration, promotions, staff development and discipline policies,
procedures, systems without compromising the Commission’s viability;
i) Oversee the implementation of National Strategies, policies and
development plans;
j) Ensure that effective management systems, procedures and financial
controls are in place to make the most effective, economical and
efficient use of the Commission’s resources;
k) Serve as the Secretary to the Commission; and
l) Perform any other duties relevant to the position as assigned by the
Commission.
QUALIFICATIONS AND EXPERIENCE
The ideal candidate should have a minimum qualification of a Master’s Degree
or its equivalent obtained subsequent to a Bachelor’s Degree obtained from a
recognized and reputable Educational Institution. The qualifications should
be in the fields of Economics, Development Planning, Financial Management,
Administration or Project Management. The applicant must also have a
minimum of ten (10) years’ experience at senior Management level.

executive management, administration and economic or
development planning;

c) Have excellent oral and written communication skills;
d) Have excellent interpersonal skills and able to deal with a diverse
workforce;
e) Be self-motivated, a team player and results oriented;
f) Be of high integrity; and
g) Have excellent negotiation skills.
APPOINTMENT AND REMUNERATION
The successful candidate shall be offered performance related contract for a
period of five (5) years, renewable based on performance, with attractive
salary, benefits and packages commensurate with the seniority of the position
and qualifications of the candidate.
